ORDINANCE NO. 66

ALTERNATE SIDE PARKING

CITY OF FOUNTAIN CITY, BUFFALO COUNTY, WISCONSIN

The Common Council of the City of Fountain City, Buffalo County, Wisconsin does hereby ordain as follows. All previous Ordinances and Amendments dealing with Alternate Side Parking in the City of Fountain City, Wisconsin, are hereby repealed.

Section 1 – Purpose.

The purpose of this Ordinance is to implement an alternate side parking system in an effort to help snow removal for the following areas in the city:

  • the block of N. Hill Street between Eagle Street and Hwy. 95/North Street;
  • the block of Washington Street between Jefferson Street and Hwy. 95/North Street;
  • the section of Hwy. 95/North Street between Hwy. 35/N. Shore Drive and Jefferson Street;
  • the section of Main Street between 332 S. Main Street and Hwy. 95/North Street.

Section 2 – Authority.

The City Council, pursuant to WI SS. Ch. 349(13), regulation of delegation of traffic for parking limitations for night parking and snow emergency regulations, will enact this to specify the authority to decree an Alternate Side Parking Ordinance.

Section 3 – Reasoning.

The snow removal process of the city is impeded where it’s ineffective in these sections of the city for quick snow removal. 

  • Current parking prevents the City’s workers the window it needs to clean the streets up to the curb in a timely manner. 
  • This enhances the already existing signs that are used to post when streets will be cleaned. 
  • These changes will help in reducing the snow removal process from a several day process.

Section 4 – Definitions.

  • Open Parking Time – between 5:00 PM and Twelve-Midnight (12:00 AM) each day in which alternate side parking is not in effect on either side of the street.

Section 5 – Regulations of Alternate Side Parking.

Alternate Side Parking will be in effect, as defined in the City of Fountain City Snow Event Policy between November 1 at 12:01 AM until March 31, 11:59 PM. During a snow event, the following  regulations are in effect during that time frame.

  • On odd-numbered days, vehicles shall only be parked, stopped or left standing on that side of the street having odd-numbered addresses.
  • On even-numbered days vehicles shall only be parked, stopped or left standing on that side of the street having even-numbered addresses.
  • Vehicles must be on specific side of the street when open parking time is not being observed.
  • These provisions shall not affect any other temporary parking or related regulation that may also be in effect.
  • The provisions of this section shall not supersede more restrictive parking regulations such as no parking zones, etc. in effect in the city including without limitation.

Section 6 – Warnings and Penalties.

Violation of this ordinance will result in a $25 fine and towing fees. Fountain City police officers and/or public works employees shall have the authority to enforce this ordinance and issue citations.

Section 7 – Adoption of Ordinance.

This Ordinance shall take effect and be in force after its passage and publication as provided by law.
