Construction Management Services for Fountain City Auditorium and Public Library Renovation

I. Introduction
The City of Fountain City invites proposals from qualified construction management firms to provide comprehensive Construction Management services for the renovation of the Fountain City Auditorium and Public Library. This RFP aims to identify a firm capable of managing the project’s preconstruction and construction phases to ensure high-quality, cost-effective, and timely completion.
An architectural firm has been retained to oversee the project design and ensure adherence to all regulatory requirements. The selected Construction Management firm will work in close collaboration with the architectural team to maintain design integrity, budget control, and project timeline.
II. Project Overview
The project involves renovating the Fountain City Auditorium and Public Library, with an overall budget of approximately $1.7 million, including $1.362 million allocated for construction costs. The renovation will support the community by creating spaces for library services, meeting rooms, multipurpose activity areas, and provisions for future growth and sustainability.
III. Scope of Services
- Project Cost and Design Estimation: Review initial project costs and develop detailed cost estimates as the design progresses.
- Constructability Review: Conduct constructability reviews to ensure that the design aligns with practical construction methods, identifying any potential issues early.
- Value Engineering and Life Cycle Analysis: Provide value engineering recommendations to identify cost-saving opportunities and perform life cycle analysis on building materials and systems.
- Design Coordination and Code Compliance: Participate in design meetings with the architectural team and City representatives. Collaborate with the architectural team to review regulatory requirements, ensure code compliance, and address constructability and materials selection.
- Work Scope Development and Bid Packages: Develop comprehensive work scopes for subcontractors and suppliers. Prepare bid packages aligned with project requirements.
- Project Scheduling and On-Site Coordination: Serve as the Construction Manager, overseeing daily on-site operations, coordinating subcontractor activities, and ensuring adherence to the project timeline. Create and maintain a master project schedule, coordinating with all stakeholders to meet critical project milestones. Manage subcontractors and suppliers to ensure timely, coordinated progress in all project areas.
- Subcontractor Selection and Recommendation: Perform detailed reviews of subcontractor scopes and qualifications. Provide recommendations for subcontractor and supplier awards based on alignment with project goals.
- Bidding Process Coordination: Facilitate project bidding, including organizing a pre-bid meeting for potential subcontractors and suppliers.
- Budget Development for Fixtures, Furniture, and Equipment (FF&E): Assist the City in developing a budget for fixtures, furniture, equipment, and other soft costs.
- Guaranteed Maximum Price (GMP) Development: Establish a GMP for the project based on the final scope, setting a not-to-exceed price to ensure budget control.
- Project Documentation, Quality Control, and Reporting: Maintain project management documentation related to project costs, schedules, and any changes. Implement quality control measures to ensure that all work meets the specified standards and regulatory requirements. Provide regular updates to the City and the architectural team, ensuring transparent communication on progress, budget status, and any issues impacting the timeline or scope.
IV. Federal and State Regulatory Requirements for FFP Projects
- Fair Labor Practices: All contractors and subcontractors must comply with fair labor practices, including the Contract Work Hours and Safety Standards Act (CWHSSA) for contracts over $100,000. This act requires fair wage practices and safe working conditions for laborers and mechanics working on the project.
- Payroll Documentation: Contractors must maintain and submit payroll documentation for all laborers and mechanics, including hours worked, wages, and benefits. This documentation must demonstrate compliance with FFP’s fair labor standards and be available to the City, DOA, or federal agencies upon request.
- Environmental and Procurement Compliance: The selected firm must ensure completion of all required environmental reviews and adhere to federal competitive procurement standards (2 CFR § 200.320).
- Debarment and Eligibility Verification: All contractors and subcontractors must be eligible to work on federally funded projects, verified through the Federal System for Award Management (SAM) to ensure they are not debarred or suspended.
- Record Retention: Contractors and subcontractors must retain all records related to wages, benefits, and employment practices for three years after project completion, in accordance with FFP requirements.
V. Proposal Requirements
- Firm Profile: Background, experience, and expertise in Construction Management services.
- Relevant Experience: Examples of at least three similar projects completed in the last five years.
- Approach and Methodology: Detailed approach to fulfilling the project’s scope, including a plan for working collaboratively with the architectural team.
- Cost Proposal: Detailed fee structure, including a preliminary estimate for the entire project.
- Legal and Financial Information: Disclosure of any legal actions, financial status, and insurance coverage.
VI. Evaluation Criteria
- Experience and Qualifications (30%): Demonstrated experience with similar projects and qualifications of key team members.
- Approach and Methodology (25%): Clear, detailed approach to project management, cost control, and problem-solving.
- Project Schedule and Budget Adherence (20%): History of meeting project schedules and budgets.
- Cost Proposal (25%): Competitive and reasonable fee for preconstruction and construction services.
